Now that Baby Bullet express service is off and running in the San Francisco Bay Area, Caltrains engineering and construction team is turning its attention to other improvements, such as upgrading station amenities and making stations safer and more accessible. Caltrain recently kicked off the next phase of construction on the first maintenance facility in Caltrains 142-year history. During the coming year, crews will complete the construction of the $140-million facilitys tunnel and will begin work on the repair shop, which will increase the speed of repair work, storage tracks with ground power and a new indoor train washer, which will replace the portable machine now in use. Currently routine maintenance is done at a small, outdated train yard in San Jose and at the San Francisco station. Construction crews are in the midst of digging a pedestrian tunnel, which will allow workers to move between the shop and a new operations building. The construction of the maintenance shop should begin this Summer. The final phase of CEMOF is the construction of a new three-story operations building and one-story control facility, which will accommodate train dispatchers and other key staff.

Using the Internet to put out an advertising message used to be a new idea, fraught with unknown risks and benefits. During the boom years of the late 1990s, many companies invested big money in Web sites and Internet ads. When the dot-com boom went bust, however, Internet advertising lost some of its earlier glow. Companies started to think harder about the results they expected from their online presence. In the last two years, Internet advertising has reemerged, local advertising executives said.
Late at night, unable to sleep in the muggy heat, I channel-hop. I alight on BBC World–a documentary about a swish London ad agency working on a Brazilian liquor companys big international splash. Millions are at stake. In such circumstances, when are they not? The pictures gain something of the aura of holy relics. The money thats gone into them, before the hooch launches on the international market, is completely crazy. All spent in the service of image. Theres been some slight consternation at NI Towers around doing an issue on advertising. We advertise ourselves and print ads in the magazine. Might there be just a whiff of the double standard? But theres a gulf between our efforts and those of big-brand mass advertising that stretches from here to, well, almost eternity. We constantly remind our contributors theyve got to help us live up to our advertising promises. We print only a few ads in the NI–those that meet our guidelines and which might have something to offer our readers. And we cherish our independence–weve never had to bin a piece because it might have upset an advertiser. Bins are for junk.

So Divo it is then, which is in one of those wonderfully grand, cream St Jamess buildings although you would not know it from inside. Inside it is velvet-blue curtains that arent so much swagged, as super-douperswagged. (Trust me, my dears, you have never, ever seen such swagging. ) And thence forward it is vast chandeliers, gilded candelabras, swirly carpets, ceramic knick-knacknoos, the occasional starey-eyed doll, a smattering of blue and white pottery and various dining-rooms: one ragrolled (trust me, my dears, you have never seen anything so Eighties), one with birds and flowers painted on the ceiling and one which, as it happens, appears to be hosting a group of rather glamorous young women. There is also a very big flat-screened telly showing picture postcards of the Ukraine, as the local office of a tourist board might do, and which would be a nice touch if only it were. If pressed, I would say it had been funded by the sort of big money which imagines that the Eurovision Song Contest is classy. If unpressed, I might even say much the same thing. Im early so I settle at the bar, which would be a modest structure if only it werent an enormous wooden canopy brightly decorated with a mural detailing Ukrainian folk scenes. The barmen wear red shirts and super-tight black trousers but thats OK, because they have nice, fruity bottoms and I do like a nice, fruity bottom. My barman is Polish and when I ask who the group of glamorous young women are, he says, They are from fashion.
And the clientele? Terrifyingly chic. Paul Smith-clad young men, Guccied young women, all of whom look 20-ish and as if theyve just stepped out of a promotional video for loft-living via Hulsta bedroom furniture. You know, if there is a scale of attractiveness that goes, say, from Coronation Streets Gail at one end through to Claudia Schiffer at the other, then this is the sort of place that instantly makes you feel very much stuck at the Gail end. And old. Very old. Which I am, I guess. Indeed, Ive even recently taken, with some enthusiasm, to wearing trousers with elasticised waists which, I know, means its only a short hobble to waterproof pull-on pants, if that. Indeed, when those clipboard Nazis barked at me, my very first thought was, I wish I was wearing waterproof pull-on pants. Still, getting old isnt all bad. As ascending and descending stairs is a tedious business that always gets me out of puff, Im already looking forward to my stairlift. However, this, of course, will ultimately depend on Dame Thora Hird ever allowing someone else to have a lookin. Im sure Dame Thora is a national treasure and all that but, blimey, once she gets wedged into something, she stays wedged. Come on, love - time for someone else to have a go. Fairs fair. Anyway, Hakkasan was opened a couple of years ago by the entrepreneur Alan Yau, the man behind the Wagamama empire. Well, Ill say one thing for it, its run with an iron-fisted efficiency that may or may not be admirable. Id booked for 7:30 p.m. and was called twice during the day - less, I think, to confirm my reservation, but more to inform me how long I might be admitted to this exclusive Temple of Cool. `Were just confirming your reservation from 7.30 p.m. until 9.30 p.m. We will need the table back at 9.30 p.m. So, being easily intimidated, I arrive at 7.30 p.m. on the dot. However, the two girlfriends Im due to meet are, it turns out, lazy and unpunctual old slappers, and 7.30 becomes 7.35 and then 7.40, by which time one of the furiously elegant, designer-clad women from the front desk locates me in the bar to ask where they might be. `Your table is ready, she stresses. `We need you at the table. I say, `Shove off, you old witch! Actually, I dont. Im so easily intimidated its pathetic. I say, `Im sorry. I say, `Ive no idea where they are. I do not add, `Maybe theyve been here before and have stopped off for night-vision spectacles and ear-plugs. I leave the bar and obediently wait at the table.

TWO exhausted asylum seekers trying to paddle across the Channel in an inflatable dinghy were rescued by a fishing boat yesterday. The couple, who speak no English and have no passports, were later put ashore at Dover.
IN THE Pacific last Sunday morning, just before Greenpeace entered the exclusion zone around Frances nuclear test site at Mururoa atoll, a small inflatable dinghy took to the water and slipped silently away. At the helm was the little-known man who has steered Greenpeace to its present position as the worlds most famous environmental group. Four inflatables had been launched from the flagship; three were intercepted and confiscated and the crew of the fourth were arrested after they had managed to get on to the atoll and scale the rig used to drill the holes for the atomic explosions which France now plans to restart after a three- year lull. But it is what Greenpeace refers to only as “the fifth inflatable” that threatens the real trouble. As the rest of the fleet turned away from the atoll, it kept going. There were three people on board: Chris Robinson, Henk Haazen - both veterans of the Auckland blast - and a man going by the name of David Fraser who is in fact David McTaggart, the honorary chairman of Greenpeace.

Within freight transport, railway transport rose substantially, while maritime transport dropped by a fifth. Transport of goods by railway surged by 14.9%, and the growth of road freight transport remained strong at 7%. The rapid expansion of land transport is explained by the robust domestic GDP growth and the high increase in harbour transport (10.6%). Roughly in the middle of 2006, the global growth of maritime transport eased off, which led to several quarterly decreases in the volume of this form of transport, including the first quarter of 2007, when the volume of Slovenian maritime transport fell by 19.9%. Over the past three years, the volume of road freight transport enjoyed the highest growth (by more than 50%) within freight transport (railway transport rose by 13.8%), while harbour and maritime transport rose by over 30%. Road freight transport is the main transport activity within the transport, storage, and communications sector, which has also seen the biggest expansion in the last few years. In 2006, the three main transport activities within the transport, storage, and communications sector were road freight transport, which employed 35.8% of workers in this sector, railway transport (15.2%), and the shipping industry (6.6%; both companies and sole proprietors are included, and the latter are also counted as employees). The corresponding shares of value added generated in these three branches are 23.3%, 12.0%, and 6.3%. Looking at the structure of workers employed in transport activities within the sector in 2003-2006, the highest increase of 3.2 p.p. was recorded in the share of road freight transport, while the shares of railway transport and shipping declined by 1.3 p.p. and 2.2 p.p., respectively (a similar direction and intensity of changes was also observed in the structure of value added; see graph). The number of employees in the transport segment of the transport, storage, and communications sector rose by 2,053 to 39,028. In 2006, road freight transport employed 18,807 workers, 2,425 more than in 2003. The number of workers in the forwarding industry fell by 950 to 3,445, while the number of railway workers declined by 326 to 7,985. The decline in the volume of the forwarding industry was largely caused by Slovenias entry to the EU. Data regarding both the volume of transport and the size of the activity are unfavourable in terms of sustainable development, since cargo is still largely being moved from railways to roads, rather than the other way around.

Brush on great looks, and turn everyday items into personalized pieces. 1. Coat the insert to a picture frame with chalkboard paint to create a message board. Use pretty ribbon as a hanger, and display on a window or door for a special greeting. 2. Organize magazines or catalogs by season with these cute wooden boxes. To paint a label: section off a rectangle with painters tape, and paint inside; after paint dries, glue rickrack or grosgrain ribbon around the edges for a custom touch. You can label boxes by season or month.
During a morning visit to the school office, I noticed two boys nervously waiting to see the principal. They were polishing their excuses for being caught drawing on the chalkboard. “It was a picture of my new puppy, so Eric could see him,” one boy explained. I wish I could have seen this great drawing, I thought to myself. ATTENDANCE ART “Yes,” “Here,” “Present,” are familiar sounds of role call. In the art room, we take role on the chalkboard by having students sign a sketch of their favorite lunch box. Children are welcomed to the art room by art. We regularly ask students for quick sketches as a form of attendance-taking and a secret clue to the days lesson. Being welcomed at the chalkboard suggests to students that the art room is their studio and every surface can be used for art. New chalk shapes, and new or unusual colors, wait to be discovered beneath the board. One day, attendance is taken by custom-frosting birthday cakes. Another class signs in by creating personal license plates. At the start of the school year, frames, silhouettes and grids divide the chalkboard, offering individual plots to everyone. As the school year progresses and artists loosen up, fewer fences between artists are required.

The New Jewelry
At first look, Eichhorn Jewelry store in downtown Decatur looks like hundreds of other jewelry stores in hundreds of other communities across the country with brightlylit show windows on either side of the front entrance to entice customers. On closer examination, however, its not youre typical jewelry store, it is a very special place. Patrons first impression of the 35 yearold store is “WOW!” One-hundred yearold vertical display cases with huge windows that slide up on the north wall are expertly lit to highlight eclectic groupings of jewelry. Unlike most stores, the main showcases, the ones John Eichhorn started his business with in 1965, are situated in the center of the showroom rather than along the sides and are also antiques. The floor cases are from 1929 when Keller Jewelry was located in the Eichhorn building. The diamond sorting table in a back room is a 100-year-old wooden library table that was left behind by the previous owner of the building who was also a jeweler. From the showroom one can peer down a short hall at the end of the store to the large steel door of the vault where the company places its valuable inventory every evening. The vault used to be part of the First National Bank in Adams County, which was the only one that didnt shut down in the crash of 1929.

Sales of home entertainment software will have a bright future if theres a theater in every home. If current sales trends hold true, quite a few homes in United States will have their own little theaters, thanks largely to DVD video. Powered by DVD video player sales, sales of home theater hardware jumped 11% to $9.5 billion in 1999, according to the Consumer Electronics Association. Sales of DVD players grew faster than any other CE product in 1999, rocketing up 170% to $1.1 billion for 1999 from $407 million in 1998.
The phrase “home theater” used to be only a dream for most people, but the number of home theaters is growing. A theater-style setting would include speakers behind the viewers as well as in front, and a sound system sophisticated enough to provide separation from side to side and from front to rear. The intangible factor is the size and shape of the room; its easy to buy the wrong equipment for the setting. ONeil cites statistics showing that only about 7 percent of homes currently have home theaters, but that figure is expected to skyrocket to around 60 percent in the next few years. The Sony Showcase has nine different home theater displays set up in the store, at 4800 West Saginaw.

THE RECENT SCRUTINY OF colleges preferred lender lists by state and federal officials, while intended to expose unscrupulous student lending practices, has generated a flood of misleading information in the media and in political arenas about a common practice designed to benefit students. Media reports suggest that the preferred lender list is the result of an unholy union between financial aid officers and student loan companies designed to pick the pockets of students and their parents. Helping the public to understand how preferred lender lists are developed and used would help dispel some of the myths that have been growing about this common student aid tool. Heres what administrators and staff should know about preferred lender lists, including some things to consider when developing these lists.
The so-called hard money lenders-mortgage lenders who for a price will finance real estate properties that dont meet the specifications of prime lenders have gone mainstream in a way that was virtually unthinkable only a year ago, say executives at Pergolis Swartz Associates. Hard money lenders played a key role last fall when borrowers lost their commitments from Wall Street and needed quick money to rescue their deals. In numerous cases, these hard money lenders stepped into the breach and saved the day. Hard money lenders also have been instrumental in bringing a class of properties to market that prime lenders avoid. Thanks to their financing, millions of square feet of renovated problem properties have been put back into productive use and economic viability. The hard money lenders have become almost institutional at this point, said Jerry Swartz, a principal of Pergolis Swartz Associates. There are so many viable deals our there today that just dont meet the criteria of the prime lenders or the Wall Street conduits, that the hard money lenders have become an extremely important part of the mortgage financing scene.

But the committee also suggested that it would be rare to obtain genuine and voluntary informed consent from a client experiencing stress, anxiety and other pressures from confinement and the conditions of incarceration. The committee noted that civil rights lawyers historically posted bond for criminal defendants where it was likely that no one else would do so. It acknowledged that obtaining the release of a client from custody could be a practical or tactical goal in handling a criminal case, which could qualify the step as a legitimate cost of litigation. It also suggested there might be occasions in which a lawyer who is a friend of the clients family would reasonably expect the family to indemnify her for any loss.
AN ITALIAN who claims to be a qualified criminal lawyer was asked yesterday to explain himself to three Court of Appeal judges. Giovanni di Stefano, who has represented some of Britains most notorious criminals, including Kenneth Noye, Jeremy Bamber and Harold Shipman, was questioned by the court over his right to practise law in Britain. Mr Lynch replied: “Mr Di Stefano. I dont believe he is a representative of Paul Martin.” But the judge said that Mr Di Stefano, who said he worked for Italian law firm Studio Legale Internazionale, had signed written legal advice in connection with the appeal.
THE SOCIETY of Black Lawyers yesterday demanded the setting up of a new race-hate register so that racist criminals could be more closely monitored by the police. Peter Herbert, the societys chairman, said research had shown that racist attacks were rarely spur of the moment incidents and were often carried out by perpetrators from identifiable problem estates or families. He said because there were identifiable patterns, resources could be targeted. The society wants to see the subject of racism introduced into the national curriculum for primary schools. Mr Herbert said this month had been dedicated “Black History Month” yet only a handful of schools were taking part in the exercise. The Society of Black Lawyers is organising the first international conference on race-hate crimes, to be held in London in December. The high-profile black American lawyer Johnnie Cochran and the United States deputy attorney general, Eric Holder, will attend along with Stephen Lawrences parents and their lawyers. Mr Herbert said the evidence of bad practice which has emerged at the Lawrence inquiry had been received with dismay in the US, where Scotland Yard has legendary status. “The British police and Scotland Yard have a reputation for dogged thoroughness and it is something that has tarnished their international reputation,” he said. The other groups giving evidence yesterday, the last day of this phase of the inquiry, were the Justices Clerks Society and the anti- racist 1990 Trust. Today, the inquiry team begins a tour of the regions before retiring to produce its report, expected early in the new year.

These official complaints about the public are more interesting than they seem. Its true that, case by case, they are perfectly well founded. The Audit Commission last week announced that there had been a 150 per cent increase in 999 calls since 1980, only a third of which had anything to do with crime and which included enquiries about late-night chemists and football scores. The commission sensibly suggested instituting a 333 call, for lost door-keys and cats up trees. At the same time, the Department of Health and the British Medical Association are complaining that night calls to doctors have doubled, many of them concerned with a jammed medicine cabinet or a lack of condoms at a crucial moment in the small hours. Doctors and police officers are certainly hard-pressed. But where will this end? The privatised utilities have already begun to show signs of the same impatience. In Yorkshire, the water company has suggested that it cannot do its job properly unless the population stops taking its water for silly reasons like washing or drinking. No doubt British Gas, even when its finances are relieved of the burden of Cedric Browns pay-off, will soon launch a series of witty advertisements inviting us to eat more cold meat and fruit cake and - like the healthier Germans or Dutch - to cook only one hot meal a day. On the surface, these appeals suggest that we are becoming softer, more demanding, more spoilt by easy living. Where is our ancient British ruggedness? It is all our fault, and our moral fibre is decaying. Far from having reversed the decline into dependency culture, as Thatcherites claim, the British are less self-reliant than ever.

Monday May 5, 2003 will go down in history as a day to remember in employment law. It was the day the long-debated amendments to the Health Safety in Employment Act finally came into effect. Why is this new legislation so important? The term “workplace stress” took on a whole new significance, with new obligations for employers, and potentially serious financial consequences for those who ignore them. Workplace stress is no longer simply a sad fact of life. It is now an officially recognised and legislated “workplace hazard”, with the amendments extending the definitions of “harm” and “hazard” to include physical and mental harm caused by work-related stress. A cursory reading of the new legislation might be enough to instantly treble employers workplace stress, but a deeper understanding goes some way to restoring mental equilibrium. The Occupational Safety and Health booklet, Healthy work, Managing Stress in the Workplace, tells employers that “there is only a requirement to manage work stressors or the individuals stressed situation where you can be reasonably expected to know about the stress. Even then the obligation is only to do what is reasonably practicable in the circumstances.”

A large proportion of patients do not do well with conventional therapy, and many seek unconventional alternatives. One of these is a form of hypnotherapy known as gut-directed hypnotherapy. It is based on relaxation to try to normalise gut function. Because there are claims that it works, some purchasers are tempted to provide a service. A systematic review of trials [1] suggests a large degree of caution is warranted. Authors sought studies, of any design, in nine electronic databases, and even contacted authors for information about any further studies.

Malcolm McCulloughs Abstracting Craft makes a particularly compelling argument for the validity of embodied knowledge. “Academics,” McCullough states at the outset, “despite a growing faction interested in body criticism, generally ignore the hands in their epistemologies of mind” (5). A professor of architecture at Harvard Universitys Graduate School of Design, McCullough notes that within the limited experiential frame of computer production there are major obstacles to the acquisition of what he refers to under the rubric of craft. His argument reflects an ongoing concern expressed by traditionally trained artists as they watch a new generation adept only at scanning, appropriation, and the use of software. (Their fear: computer design students never learn to draw.) His suggestion is to reconceptualize electronic tools so that they are used not “so much for automating tasks as for abstracting craft” (81). Paradoxically, what McCullough bemoans is the process of abstraction that introduces the distance between hand and material, mind and process. By emphasizing the hand as an instrument essential to epistemological development, cognitive processes, and artistic articulation, he proposes a synthetic resolution of traditional craft and new technology rather than pitting them in an apparently inevitable, unproductive opposition. Unfortunately he stops short of assessing the ways in which the conceptual premises of software products have ignored or incorporated assumptions about what constitutes embodied knowledge in specific terms. Immersed in Technology, an anthology edited by Mary Anne Moser and Douglas MacLeod, also address issues of physicality. A welcome counterpoint to the exaggerated rhetoric of popular journalism on the topic, this sophisticated volume came out of the Canadian Art Centre at Banff, which has provided a forum for ongoing investigation of the intersections between art and technology. The books contributors are artists who are either technicians or are sufficiently close to the technical processes to have no illusions about them. These are people directly involved in working with so-called immersant technologies (three-dimensional, real-time illusions involving multiple sensory stimulation). The editors establish the tone of the book in their introduction, where they frankly acknowledge the sometimes contentious character of exchanges among the artists involved (certainly a healthy feature of an anthology). Katherine Hayles notes that even the core notion of virtual reality was fraught with misleading inaccuracies and says that the Banff group proposed the term “embodied virtuality” as an (albeit controversial) alternative. The books finely honed critical edge, informed by a cultural studies approach to gender and politics, succeeds in deflating mythic fantasies about the virtual. Chief among these is that of total escape from ones body, identity, and life that drives much of the Wired-type hype surrounding electronic art.

And where committee service is involved, all of the companies planning to make changes to committee pay say they plan to increase compensation for audit-committee service. “Everybody has been reevaluating,” says Susan Shultz, president of Phoenix-based SSA Executive Search International Ltd., as well as the author of The Board Book (Amacom, 2000). “Sizable companies now see that directors are worth more money.” Thats because theyre doing more work. Shultz estimates that committed board members currently work an average of 300 hours a year for each board they sit on. And, she says, they are taking a more strategic role in the company.

Wednesday was a black day for V-TOL and even blacker for the management of The Place, obliged to announce 20 minutes into In the Privacy of My Own, that the accompanying film had broken and the show could not continue. Drinks on the house and ticket refunds will have trashed the theatres finances, and didnt much relieve our frustration at seeing less than half the show. Wed seen enough to know that Mark Murphys vision of choreography, film, sound and light - a Gesamtkunstwerk in modern dance - is an exciting advance that fully justifies its technical complexity, dodgy celluloid or no. To begin, we see three bodies, naked and coiled in sleep. A lilting voice intones poetic psychobabble above them: we are going to find out what makes these people tick. Later, leather-jacketed and dressed for the street, the bodies spring to life, whirling and skidding through Murphys furious dervish-dancing, lapels and long hair flailing, arms propelling bodies almost dangerously out of control. But controlling wildly diverse elements is what this choreographer does so well. Suddenly, with a slap, a gauze screen descends and a film shows our three characters in three domestic settings. The soundtrack lurches into Elvis Presleys “Suspicious Minds” and we see that each is in the throes of leaving a lover, or being left. While the gauze shows the mundane reality (a girl clearing shelves of books; a couple squabbling over who keeps the cat), behind it the live performers dance out their alternating numbness, rage, confusion, exhilaration. Some of the filmed sequences are too long, but the layering of images works beautifully, creating an intriguing whole that is more than the sum of its parts.

I know we have been down this road before, but it is, IMHO, worth talking about again. The robotic vehicle competition done under the aegis of the governments Defense Advanced Research Projects Agency–DARPA–is by far and away the coolest thing I have covered in 32 years of walking this beat. The latest milepost to be passed in what is now a three-and-a-half year process was completed on Nov. 3 in Victorville, Calif., when six of 11 robots completed their toughest test yet–driving in traffic. The story is elsewhere in the issue. Having been to two of DARPAs three challenges, the whole thing just keeps getting cooler.

The search began for what was six months later found to be the bacterial species Legionella Pneumophila, a particularly small bacterium that thrives in warm, non-sterile water. Legionella has probably been around for hundreds of years but has only recently been isolated because of the new environments, like cooling towers, which support its growth.

Daimler-Benz yesterday decided not to let its German rivals leave it in the dust in super-luxury cars, approving plans to go ahead with production of a limousine to compete with Rolls-Royce. As Volkswagen and BMW reached a settlement on taking over Rolls brands, Daimlers management board gave the go-ahead for production of the Maybach, which it has previewed at auto shows for the past year. “With the positive decision for the production of the Mercedes- Benz Maybach, we are underscoring once more our claim to represent the absolute top in every market segment,” said Daimler chief executive Mr Jurgen Schrempp.

Consider adding a legal service plan to your employee perks A recent study found that three lawsuits are filed every second in the United States. That means most people are more likely to be involved in some sort of legal action over the next year than to be hospitalized. And, many of those people will be your credit unions employees. Employers struggling with a tight job market are learning that providing legal services as a benefit is a low-cost, low-hassle incentive for prospective and current employees. The plans cost $10-$16 per month for full family coverage and rarely increase in cost no matter how many employees use the services.
They argue that, if marijuana, cocaine, heroin, and other drugs were legalized, several positive things would probably occur: (1) drug prices would fall; (2) users would obtain their drugs at low, government-regulated prices, and they would no longer be forced to resort to crime in order to support their habits, (3) levels of drug-related crime, and particularly violent crime, would significantly decline, resulting in less crowded courts, jails, and prisons (this would allow law-enforcement personnel to focus their energies on the “real criminals” in society); and the drug production, distribution, and sale would no longer be controlled by organized crime, and thus such criminal syndicates as the Colombian cocaine “cartels,” the Jamaican “posses,” and the various “mafias” around the country and the world would be decapitalized, and the violence associated with drug distribution rivalries would be eliminated. By contrast, the anti-legalization camp argues that violent crime would not necessarily decline in a legalized drug market. In fact, there are three reasons why it might actually increase. First, removing the criminal sanctions against the possession and distribution of illegal drugs would make them more available and attractive and, hence, would create large numbers of new users. Second, an increase in use would lead to a greater number of dysfunctional addicts who could not support themselves, their habits, or their lifestyles through legitimate means. Hence crime would be their only alternative. Third, more users would mean more of the violence associated with the ingestion of drugs. These divergent points of view tend to persist because the relationships between drugs and crime are quite complex and because the possible outcomes of a legalized drug market are based primarily on speculation. However, it is possible, from a careful review of the existing empirical literature on drugs and violence, to make some educated inferences.

McRon Thompson of Richmond, Texas, stopped at a car wash to clean his vehicle at about 1 a.m. on May 26, shortly after leaving work. While he was cleaning his car, he noticed three vehicles slowly cruise through the parking lot. When he noticed the cars slowly proceeding past for a second time, he got a gun from the car, loaded it, and put it in his pocket. The two carjackers then tried to run off, but police at a station a mere block away from the scene heard the gunshots and saturated the area. Both carjackers were subsequently caught and charged with aggravated robbery. The occupants of the other vehicles were not caught.

Six surface officers were selected as the first student Naval Aviators not long after Naval Aviation officially began in 1911. They trained at North Island, California and coming from the fleet, their uniform shoes were black, low-quarter, square-toed, rough surface leather shoes. These functioned well and looked OK on coal burning ships where black soot often descended on personnel and their shoes. At North Island the students found themselves in a new environment characterized by brown dust from the soft surface airfield, which settled unattractively on their black shoes. After considerable discussion they decided that brown high-top shoes with brown leggings would work better for them. The brown dust wouldnt look so bad on brown shoes and might be easier to clean. On a Saturday morning they located a cobbler shop on 32nd Street in San Diego and commissioned the manager to produce the shoes at a price they could live with.

MAKING ITS OWN RULES The National Futures Association (NFA) has approved a new forex rule and several rule amendments meant to help the NFA regulate fraud against entities on which it had no jurisdiction before. The changes are also independent of the CFTC reauthorization, which is focusing on forex regulation and CFTC jurisdiction regarding non-futures contracts. The new rule, Compliance Rule 2-39, prohibits all NFA members who introduce retail forex customers to or manage retail forex accounts with any counterparty from engaging in illegal off-exchange transactions or fraud. The rule also requires members to supervise their employees and agents. These requirements previously applied only to members who were doing business with forex dealer members, and now associates who conduct retail forex business with other counterparties are subject to the same requirements as members.
Cash forex has been one of the fastest growing retail markets, but currency futures are booming too with the onset of almost around-the-clock electronic trading. Which market is best for you? With the U.S. dollar in the doldrums, more and more traders are getting fired up about forex and currency futures. However, there are numerous questions to answer before venturing into either of these red-hot markets. When deciding between currency futures or cash forex trading, you must consider several factors or risk getting burned. “In the OTC market there are multiple filters that [dont] allow a lot of the smaller customers to deal directly on the same prices as the big institutional customers,” says Derek Sammann, managing director of foreign exchange products at CME Group. “A central counter party takes the whole credit issue away from the equation and allows the smallest retail trader to match up with a [large institution] because all the counterparty trades are matched up with a central clearing house.” He adds that in the wake of the subprime crisis, currency futures trading has an advantage because “stripping out the credit risk element levels the playing field for all the players in the field and you know no matter how small you are in the market, you have access to the same prices as the biggest institutional players in the space.”
There are many misconceptions and confusions between currency futures contracts and online forex trading also known as spot forex or e-forex. Both provide a way to speculate on changes in foreign exchange rates, but they arent exactly the same. Heres a quick look at the main attributes of these markets and how they differ. * Maturity dates for currency futures are the third Friday of March, June, September and December. Spot Forex maturity dates are any same business days of the two currencies involved. The four maturity dates a year in currency futures are rolled over to the next maturity dates, approximately every 90, days whereas spot forex maturity days are rolled over on a day-to-day basis known as “spot-next.” * The regulation in spot forex has been self-monitored for years; however, in the United States, the National Futures Association and Commodity Futures Trading Commission are taking much greater interest in spot forex trading. Since December 2000, both the NFA and the CFTC have had jurisdiction and oversight for spot forex activities, creating a safer playing field for traders.
